Remover and Water
One of the most reliable methods for removing wallpaper border from a wall that has been painted is to apply commercial wallpaper remover and water directly onto the border and allow it to sit for a few hours. Then begin to scrape away the border.
Another successful way to rid your painted walls of unwanted border is steaming. Steamers are powered by both gas and electricity. The gas-powered type works faster, but if you only want to remove border and not all the wallpaper, that may not be such a big deal. Start steaming from the bottom of the border to the top. Scrape away and use warm water to peel away the glue underneath.
Moistening Half the Border
Instead of attacking the entire border, moisten to the point of soaking the bottom half of the border with just warm water and let sit for ten to twenty minutes. This definitely facilitates removal of a particularly sticky wallpaper border. Use a plastic scraper to avoid damaging the wall beneath.
