Hold a planning session. Some important questions to answer are: How large a party? Where should it be held (home, church, recreation center)? How much time is needed to throw it? What events will be included (games, trading, raffles, refreshments)?
Shop for any necessary items, such as prizes for the raffle (starter packs and Gameboy link cables are good prizes) and refreshments.

Tips & Warnings
Since there will likely be card trading going on, you might want to set an age limit for party attendees so younger kids won't get ripped off. First through sixth grade works well.

I came up with this for my little brother's birthday party:
1. Get an empty, large cardboard box and decorate it as you please. 2. Buy or make some empty PokéBalls (the recalled BK ones work well- and/or if you know someone who can do vacuum forming, have them make you some) and some random Pokémon figures small enough to fit in the balls. 3. Put the figures in the ball (make sure it's closed) and be sure that the ball is perfectly opaque so that you can't see which figure is inside. 4. Put the filled ball in the box for each guest you know is coming. If you don't know how many there are, make plenty of extras. 5. Set it out and have each guest randomly draw one at the end of the party.
