Cover the foam with a small piece of fabric, shredded basket filler or any other material you wish to use.

-
3
Create candy flowers by tying a piece of curling ribbon at the top of the lollipop's stick. Use scissors to curl the ends of the ribbon.
-
4
Push the lollipop into the foam. Continue making flowers and inserting them into the candy bouquet's base until the foam is covered and the arrangement looks full. Use a variety of sizes, shapes and colors of lollipops to create this effect.
-
5
Insert taller items in the center or back of your candy bouquet (depending on your design) to add height to the arrangement. Depending on the occasion, you could add chocolate bunnies, candy bars, kitchen utensils, seasonal decorations or stuffed animals. Secure these filler items to sticks, skewers or wire posts with floral wire so you can insert them into the foam.
-
6
Finish your candy bouquet by adding more bows throughout your arrangement. A mixture of larger and smaller bows and different types of ribbon will add interest and visual impact to your candy bouquet.
