Things You'll Need:
- Wide ribbon with lace edges
- needle
- thread
- scissors
- iron (optional)

Step 1
Use the wide ribbon in any color or design that appeals to you. Colorful plaids were popular during the victorian time. The ribbon should have lace on both edges. Don't use the ribbon with the wires in it. Cut the ribbon into pieces about five inches long.

Step 2
Start folding each piece of ribbon into pleats. Make all the pleats the same width. For most ribbons, just pinch the fold with your fingers to make a sharp crease. You can also press it with an iron to set the creases. Make sure the iron isn't too hot or it will melt certain types of ribbon.

Step 3
Hold it at one side and let the other side fan out.

Step 4
Stitch it by hand, back-and-forth to keep the base of the fan together. Use thread that matches the lace color. It won't be visible then.
