Things You'll Need:
- leftover scraps of paper after wrapping a gift
- scissors
- tape

Step 1
While wrapping the gift, save the sections of excess paper that get trimmed off. Cut these into thin strips about 6 to 10 inches long.

Pull the strips across the blade of the scissors, just the way you curl ribbons.

Step 3
Cut enough to have a full cluster of curls.

Step 4
Hold the curled strip in the center. Stack all the strips in a crisscross fashion while holding them in the center.

Step 5
Turn the stack of curled strips over and place it on the package. Hold it in place with one hand and get a piece of clear tape to put across the center of the batch of curls.

Step 6
Fluff the curls into place so they cover the tape. More can be added at this point if it isn't full enough.
