For waxing to be effective, hair must be at least 1/8 inch long, but an ideal length would be 1/4 inch. The longer the hair, the more likely it has all grown to approximately the same length, so it can all be removed without any stray patches of hair being left behind.
General Waxing Tips
Take a bath or a shower right before you wax your legs. This will help open the pores, which makes hair more easily removed. Avoid hot water for at least 24 hours after waxing. This will reopen the pores, which could lead to the introduction of bacteria. It is also very uncomfortable to wash newly waxed legs because the skin is so raw. Avoid the sun and tanning beds for at least 24 hours after waxing as well.

Clean the area that is going to be waxed with tea tree oil before applying the wax. This will help eliminate any bacteria and avoid infection. Apply a soothing treatment post-waxing that contains aloe vera or lavender. Both ingredients will help soothe the skin sensitivity that occurs after waxing.
