A female soldier or police officer might wear the equivalent of a swimsuit and thigh-high boots. This is simply part of the culture of anime.
Create a skimpy clothing look by drawing lines across the body of the figure. For instance, to create boots simply draw a curved line across the thigh of your figure. Create a one-piece suit by drawing a "V" shape across the hips and another across the upper chest for a collar. Add a curved line to the left and right side of the torso for sleeves.
