PayPal refers to an account freeze as an "account limitation." A limited PayPal account is not completely frozen. You can continue to receive funds, but you cannot withdraw funds to your accounts or use them to pay for purchases. When your account is limited, PayPal will provide steps that you can complete to lift the limitation.

    Causes of PayPal Account Limitation

  1. There are many different reasons why PayPal might limit your account. In many cases, it's because you received a large sum of money within a short time. In other cases, it may be because your account has been accessed by an unauthorized user, because you received money to a suspicious PayPal account or because there is a chargeback or dispute on your account.

For your own safety, you should also use a browser with phishing protection to ensure that you are not redirected to a scam website.

    Log into your PayPal account, then click "Resolution Center" at the top of the screen. Then select "Learn why your account access is limited." In most cases, PayPal will want to receive confirmation of your social security number and your telephone number, as well as proof of shipping. They may also want to see invoices from your suppliers showing that you have legitimately purchased the items you received payment for through PayPal.
