Windows has a paint program built into it, but if the limited features in the paint program in Windows aren't enough for you, then you may need to end up purchasing a paint program. If you're choosing a paint program to purchase, the mainstream one that most people use is Adobe's Photoshop. Now, Photoshop allows you to do several different things, with cropping images, reducing red eye in photos, adding effects, changing things. It allows you to save in a lot of different formats, .jpeg, .bmp and the Photoshop format. If you can't quite justify the value and spending the money on Photoshop, then an in between program might be Corel's Photo-Paint. Now, Photo-Paint allows you to get in with a good value for program that has more features than the basic paint that's in Windows, but not as much as Photoshop. But still allows you to do a lot of the things like red eye reduction, cropping, saving in several different formats. The main difference is it won't save as Photoshop format. There are some converters out there that you can try, but those are the main things to consider when you're looking at a paint program."
