"When you announce targets as the third step in the spell or ability you choose which of your valid options you are going to affect with the targeted spell. Here we have two examples of it. Fireball has additional costs of one colorless manna for every target beyond the first. This one says seeds of strength. Target creature gets 1, 1 until end of turn three times. This because it says target in multiple places can affect the same target many times or different targets each time. If it said three target creatures get 1, 1, 1 you would have to play it on three different creatures and you wouldn't be allowed to cast the spell if there was only one creature in play as is the case. Remember that for every instance of the word target you have to satisfy the requirement completely. If there is multiple words of the word target you can overlap. In the case of fireball each of the targets you have to pay one additional colorless for and then each of them gets an X divided evenly among them."
