Restrictions only allows you to disable Internet/Safari completely. Fine grained Internet parental control can be enabled using third-party apps from the App Store. Check out these links

"The iPhone offers you unfettered access to the Internet, YouTube, and everything that the World Wide Web has to offer, heh, heh, but if you're a parent and younger and younger kids are getting access to it, well... I'm Rokosz, your digital lifestyle expert, and I'm going to show you how to set your parental controls so that the complete access to the world wide web, if you know what I mean, doesn't corrupt kids, if you know what I mean. Let me show you how it works. It's pretty straightforward. All you have to do is go to the settings function, and it'll bring up your settings display here, and we're going to actually go flick it right up here, and we're going to go into general, and down to general, here at the bottom to restrictions. Now, once the restrictions come up you can enable the restrictions on it here, okay, and we're going to set a pass code here. We're going to set 1234; it's pretty easy. I'm going to set it again; 1234, you know, easy to remember. It would be the combination an idiot would have on his luggage. All right, so what we're going to do is allow it to allow explicit Safari, YouTube, iTunes, and Installing Apps. You can turn that on or off, and allowing little Johnny or little Debbie the availability to use it or not to use their thing, so it gives you a lot of control. And in this day and age of predators and a whole bunch of hootenanny and nonsense out on the web it's a good idea to seriously consider limiting access to children under the age of thirty, let's say.
