"Hi. I'm Stephanie from StephanieKNaturals.com and I'm going to tell you how to make a perfume without alcohol. All my perfumes are based in oil rather than alcohol and so, really, you just blend your essential oils of your choice into a carrier oil instead of the alcohol. If you're wanting to make a tincture without alcohol, which is adding plant material to the alcohol to extract the scent, instead you can infuse an oil by taking some dried herbs and putting them into the oil to extract the scent. These can also be used instead of the essential oils for your perfume. This way you would have a final perfume without any added alcohol."
