To start making calls, you'll need to download a voice over IP program like Skype. Although Skype is the most well-known, there are hundreds of other alternative programs out there like VoipStunt, for example or VoipWise. Now, once you've chosen the program, downloaded it, and then installed it, you can create an account and either add money or simply use the free call functionality of some of these programs, whether it's either free trial calls at the beginning of your account or calling towards other users of the same voice over IP program.
