It has the word progress within it, and generally in reference to politics, it refers to more liberal, moving forward approach. As it applies to education, it tends to refer to a more individualized study, and something that involves more hands on learning, group discussion approach to education, as opposed to a more top down lecture based approach to education, so those are some ideas about how to define "progressive.""
