"Bait fish holding pens can range from as simple as the minnow bucket that you bring with you bass fishing to the complex aerator systems that bait shops have to keep bait alive. And that's essentially what a bait holding pen is. A way to keep bait fish alive for an extended period of time. Now bait can be things that you keep outside of the water like the bait holding tanks in the shops or they can be bait holding pens that are submerged in the body of water. In fact, there's an easy way you can go about making your own bait pen with just a mesh bag and one of the floating noodles that you can buy at any store pretty much. All you're going to want to do is just position the noodle around the opening of the bag like this so that it'll float in the top of the water and allow the bait to get plenty of oxygen. It's also fairly easy to make your own bait pen at home. All you need is something that will be watertight and a simple aerator system that you can pickup at any local pet shop and you'll be able to keep you own shiners for use whenever you'd like."
