You can sign up for free and then when you want to connecting with them, you do have to pay, but they say they have thousands of new members every month and they really do have a verification system to verify that the men do make what they say they make. There's also dateamillionaire.com, which helps you find people in your area and you can browse all the different areas and stuff and they say that they're less expensive than most of the other sites, so that's a great place to look.
