How to Decorate a Photo Frame on a Budget

"Hello this is Peggy Carlton speaking for Expert Village on budget decorating. Another way you can budget decorate is to make picture frames or buy cheap picture frames. Let me give you a example this is a picture of my daughter and her boyfriend the 2 years they attended the prom. I think I paid a dollar for this frame, I painted it with burgundy craft pain and then I got shells that I have bought at a dollar store for a dollar for quiet a few of them. So this whole frame and this picture the frame and the decorations probably cost a $1.20-$1.30 probably. Then I made another one so they can kind of match. The picture itself cost a whole lot more then the frame but that is just a very inexpensive way of decorating. I think it looks really unique and sharp. "
