Now, as far as I know, you can rack it however you want. The balls go wherever the want. Just make sure you got a tight rack. Now, you play Rotation by points. After the break, whatever ball a person makes when they're breaking, they get that amount of points based on the face value of that ball. So, if Jeff breaks and he makes the two, he gets two points. But, after that, you have to go in order. You have to hit the lowest ball first. Now, just like in Nine Ball, if you hit the lowest ball first and then make another ball, whatever ball you pocket legally, you get that amount of points and you keep shooting. The game's over when all the balls are sunk and you tally up the points. Whoever has the most points wins. Now, as far as scratching goes, if you scratch, the opponent pulls the ball, puts it behind those two dots and continues to shoot towards the lowest balls. But, no points are taken away if you scratch. Pretty simple, Rotation."
