Flutter tonguing is the vibration of your tongue literally, and you move it up and down rapidly and you will get a different type of effect. You do not want to use it all the time, because it begins to sound like a very old movie. As you can see, it is one of those wild effects that could very easily get very old very quick. Here we go one more time. A reason why you would use flutter tonguing could be in a jazz improv, and so you can use it while you are as an effect to offset something. And there you go. "
