I have seen a lot of parties that are well planned, they have plenty of people showing up, the food and drinks are great, there fun games except for there is one problem half of the guest aren't in costume. Either half of the guest did not get the memo that they should of come in costume or they just did not think they had enough time to be able to pull off one. It is very important to encourage your guest to come in costume. People in normal clothes are like the cancer of the Halloween party is you don't want them there, at the same time you don't want to be turning them away at the door. So avoid the awkward situation where either your myths as host they could not find the time or energy to put together a custom and there myth to you is they thing you are making a big deal out of it. Include in your invitation please come in custom. Include a reminders and the other phone calls that you talk to people hey have you got your custom yet, some settle, very polite reminders can help little down the number of people who just show up in plan clothes. In editable there would always be a couple in almost every party that show up in plan clothes but the important thing is try to keep this to a minimum. So people even say if you don't dress up in costume don't bother showing up. To me that is a little to extreme and I have seen a lot of people out of costume still have a fun time but definitely keep the reminders to keep the numbers of people our of costume at a minimum.
