Step1
First you must understand your skin. How soon does it feel oily after cleansing?
Right away - a gel cleanser might be best,(oily skin)
2-4 hours - a foaming lotion cleanser would probably work, (combination skin)
4-6 hours - a light, creamy cleanser would feel good, (normal skin)
Never feels oily - a rich, creamy cleanser might work. (dry skin)

Next, think about your cleansing routine.
Do you like to cleanse in the shower? - a bar or gel cleanser works best.
Do you just splash and tone in the morning and do your cleansing at night? A lotion or cream cleanser might feel better.

Another thing to consider, what texture do you like on your skin? Do you only like the feeling of foaming gels because you don't feel clean otherwise? If so, still consider your oil production, but make sure the gel cleanser doesn't leave your skin feeling tight and dry. A clarifying, gel cleanser would be great for extremely oily skin, however, a gentle, gel cleanser would be better for combination to dry skin.
If you prefer the feeling of a lotion or creamy cleanser, make sure it is for your skin type. There are some lovely cream cleanser on the market for oily skin types, so don't think you just have to use gels.
Also consider how the product is dispensed.
Shower people tend to prefer bar cleansers and pumps.
Other folks don't mind having to unscrew a lid or open a jar. (Not my preference)
Make your cleanser choice fit your lifestyle, if you don't like how it feels or the container it comes in, you probably won't use it.
