"Hi, this is Ginny with Simply Beautiful Crafts on behalf of Expert Village and we're going to make party hats. This is a 3D pop up paper plate. It happens to be a Valentine's plate, but you could do it for St. Patrick's Day or really any other occasion. In order to make this Valentine's hat you will need two 9" paper plates that have been secured together, preferably with glue and what you're going to do is fold it half and cut out a large heart. When you get to the bottom make sure you don't cut it completely out, but that you leave space so that your heart will pop up. When you have that cut out you're going to go around and cut out the rest so that you have a brim and then you're going to separate the inside paper heart from the outside heart. Make sure you get the outside heart down so that you don't cut it and then you're going to cut out another heart. This one you're going to cut all the way out. You can set it to use later or throw it away. Now we have a 3D heart. What I did with this one was to take tempra paint and a paint brush and I just painted this heart. You could also cover it with markers or crayon. And then I took good old Elmer's glue and I made a nice smooth bead of glue all away around. Smooth it actually with a paint brush and then sprinkle on the glue. Once I had that done, I used my glue gun and some lace and I just took the lace and glued it on around with my glue gun securing it all away around. Then I took the curling ribbon and I put the curling ribbon on top of the lace so that I had this effect right here. Then at the back I left more so that it could hang down and then I used little foam pieces that are already sticky on the back, but you could use your own paper and put it on there. And another real fun thing to do might be to use the little candy hearts that you get in the little boxes. So you need two paper plates, you're going to cut out two hearts, decorate it anyway you see fit and here we go, a 3D paper plate Valentine's hat. Like I said it could also be a St. Patrick's Day hat or any other thing that you that you wanted to put here in the middle. Have fun."
