The best bustle without a doubt is a French bustle because it's the most secure. That is the one that you take the train and you tie it up underneath. And that way, even if someone steps on it, it doesn't fall down, it is the most secure. You always have to keep in mind that bustles are an invention of the actual stores, the alterations department. Dresses are not designed to be made pretty when they're in a bustle. Trains are designed to be pretty when they're spread out on the floor. So keep that in mind.
