I am a senior fashion student... so I do know what I'm talking about.
I'm sorry, but I disagree entirely with the high waisted pants/short shirt combination. That is not a good solution - it will look like you just stepped out of an 80's music video. High waisted works for pencil skirts, and you can tuck in a shirt in that situation, but it has to be done just right.
If you can't find clothing in your size, or find something that is too big, see the tailor! It is very easy to alter clothing that is too big, and make it fit a smaller body.
Shopping in the children's department is not the answer - and this is dangerous because you very easily look childlike, even if you are careful about what you pick.
Finally, high heels do not look silly - i know what you are all saying, but that is not true. Visually, it's really effective, as long as it's the right heel. (chunky no, high

DO NOT TUCK!
Tucking in shirts to pants is the worst - please watch What Not To Wear for further instruction. Ughck - it will make your hips and butt look huge! Please do not do that, it's very dated looking. All of the other tips are good, but they shouldn't be considered to be "the last word" - it depends on the individual.

Petite is chic when you dress it right. Wear pointed toed heels,(not necessarily sky high heels) 2 inches is perfect, to elongate your legs. Try to match your sock with your pants so that the line continues as long as possible. Do not wear high waisted pants. This only makes your upper half look even smaller, making you disproportionate. A push up bra is not a bad thing. It lifts the girls up where they belong and slenderizes your waist. Avoid padding if you do not want big ****s. Wear tops that skim the hips and are nipped in at the waist to accentuate your curves. The chunky shoe comment is right on. I dont think chunky heals work on any height. Avoid loud prints that will over whelm you.

Wearing super high heels and a wonder-bra really doesn't look natural. Flats with a nice skirt is always nice and looks professional. If you have a small chest, don't try to emphasize it as that doesn't look healthy. Today's culture values small.

For petite women, try buying pants in the junior's department. They're often long in the leg, but can be easily or cheaply hemmed. Another option is to look at higher-end stores that have petite sections, such as Ann Taylor, Talbot's, and Petite Sophisticate.

I am a petite woman. I am 23 years old, 4 feet 11 inches tall, and I weigh 100 pounds. Finding business clothes was a challenge. I swim in a size 4 petite. I have learned how to make children's clothes work for me. I find clothes that are mostly one color without childish embellishments. This works well for shirts, jackets, and skirts. I still have one problem; I can't find those flattering black and pinstriped dress pants in the children's size 12.

Try wearing high-waist pants and short tops. All-one-color, fitted suits work well. Petite but perfectly proportionate is actually very sexy: don't underestimate! Always buy clothes that fit your figure closely and perfectly. Don't wonder-bra yourself or overaccentuate your breasts. If you are small, small breasts look more healthy and more slim.

Not having your hair too long makes you look taller. I had hair down to almost my waist, and as soon as I cut it to shoulder length, people told me I looked taller.

Avoid overly chunky, high-heeled shoes (ie, big, heavy platforms), especially if you are thin. Chunky shoes add bulk, overwhelm a small frame, and, rather than make you appear taller, draw attention to the fact that you're wearing heels that are too high.
