If Donna has a licence to sell firecrackers in her area, she cannot be in breach of the law. She may be in breach of the law if she does not point out to the purchasers that there is a city ordinance against the use of firecrackers in that particular area. If the purchasers want to use the firecrackers, they should go to another area where there is no ordinance against the use of them. Unintentional injury can lead to a claim for damages.
