    I find that subvocalization (sounding our words in your head when you're reading) is the single greatest limiting factor in reading because the average human can only speak about 200 words per minute. You can try chewing gum or something similar and notice if you begin to read faster.

    There's a free online application which is very good at eliminating vocalization. It's at www.readspeeder.com. And it can be used with any text or directly on any web page via a bookmarklet. Plus it has an iPhone app for reading on the go.

    To explain step #2 "Force yourself to read faster...". I just wanted to say that you should dart your eyes from left to right on any type of text so that your brain can overflow with words, making it hard to understand. The key principle behind this is that your brain will ultimately adapt to the change just like our bodies adapt to working out. Our brains will grow new neurons and essentially "think faster" in order to keep up with the speed that you would like to read at. Subvocalizing what you read will only slow your brain down. This technique definitely works and you should do it for about 15-20 min everyday to see optimal results in about a week. (according to what I have noticed)
