This explains how to be a CFP not a fee-only financial planner. In Maryland is you want to call yourself a financial planner you need to pass the Series 65 exam. The Uniform Investment Adviser Law Examination is developed by NASAA, The North American Securities Administrators Association. The Series 65 exam, is designed to qualify candidates as investment adviser representatives. Once you pass this and register with the state you can call yourself a financial planner and provide advice. This doesn't allow you to sell securities, so at this point you are fee-only. Fees can be hourly, flat-rate for service or assets under management. No commissions or third party fees are allowed.
