This article "suggestion" was made for the people that do celebrate halloween. I feel that if they're going to celebrate the holiday anyway, they might as well do it for the safty of their and other children in the comfort of their homes. This is instead of going from door to door in whatever neighborhood. Everyone doesn't share the same belief that they shouldn't celebrate halloween, because of religious beliefs, they mostly celebrate it because it's a "traditional" holiday. So, since you have so many people disregarding the dangers of taking their children "trick-or-treating", why not make a suggestion for a safe holiday.
