Board position. Since the dealer will, on average score between 15-16 points and the pone 10, you can plan strategy based on your position. That is, whether to play offensively (peg whenever you can) or defensively (avoid pegging by your opponent)An example would be if you were both at hole 100, and its your deal. You have hand, crib, hand to go out while they have only one hand. You would not want to get into a pegging battle that could lead to them getting 6-8 points in the pegging. If they end up with a 14-16 hand they would win. So from your above examples I would lead the 9 and if they play a 6 I would play something that did not allow them to get a 4 card run. Board position can be worked backwards all the way around the board to help you develop strategy during the game, and it can change often.

There's just so much wrong with step 5 I don't know where to start. For a start the maximum score on that hand is 6. I'd keep the 9-9-6-5 and put the 10 and the 7 into the crib. 9-9-6-5 gives you 6 points. If the turn-up card is A,4,5,6,7,9,10,J,Q or K you will get additional points (only a 2,3 or 8 will leave you with the 6 points). Just to confuse matters there's the old crib addage: "never split a run" - it's certainly not a hard and fast rule (as shown by this example) but good advice generally because of the score increase you get if you get a lucky turn-up.
