Not calling will not prevent this. Legal action can include wage garnishment, seizure of assets, and suits. It is definitely a good idea to get things in writing, but doing everything through the mail will also increase the amount of time it takes to straighten the matter out. It's usually easier to speak directly with the agency over the phone, but request all payment plans, and any other deals or information provided also be sent to you in writing.
