A letter of inquiry will have different restrictions based on the guidelines given by the granter. As you will notice, government grant sources will allow less in there inquiry then private. This is because typically government funders will allow more applicants to give a full proposal then a private funding agency. Yes in most cases as a grant writer I do include these topics, but I do keep letter of inquiry to one page or two if I must. The attachments will make it a bit longer, but the reader will only read attachments if they want to know more. The letter of Inquiry will stand alone.
