The Virginia Beach boardwalk is a concrete oceanfront walkway over three miles long. It runs from 3rd Street to 39th Street and features hotels and restaurants along the way. It has a separate bicycling path as well as bicycle rental stations. Virginia Beach, which prides itself on being a family-friendly city, has established boardwalk behavior and safety rules to ensure that all visitors have an enjoyable experience. (See Reference 1.)

Virginia Beach has a profanity ordinance. Signs with characters such as "*#!#$#!" inside a red circle and slash are posted along the Boardwalk. Virginia Beach does not permit excessively loud music along either the boardwalk, on the oceanfront or in the hotel rooms, and City law forbids intimidating or harassing other guests or videotaping them without their permission. Sexually explicit behavior and attire are also frowned upon. The City of Virginia Beach asks guests to pick up their litter. It also requests that guests refrain from obstructing foot traffic on the boardwalk by sitting or lying in a way that makes it difficult or unsafe for other guests to pass. Playing games such as Frisbee or ball on the boardwalk is strictly prohibited between the hours of 10 am to 4 pm on weekdays and between 10 am and 6 pm on weekends and holidays. Pets are not allowed on the boardwalk, on the grass between the boardwalk and the hotels, or on the beaches between Memorial Day and Labor Day. The City of Virginia Beach indicates that pets are allowed north of 42nd Street and South of Rudee Inlet in the residential areas after 6 pm and before 10 am as long as they are on a leash. Pet owners must carry airtight containers or wrappers to clean up after their pets. This rule applies to reptiles, birds and other mammals as well as dogs, unless the pet is in an escape-proof carrier. Violation of these rules is a class 4 misdemeanor and is punishable by fines. Motorized Vehicles and Wheeled Devices

Roller skates and roller blades are allowed on the boardwalk, but skateboards and similar devices are prohibited. Wheelchairs and other mobility devices such as power-assisted bicycles are allowed, but the city requires users to display a city-authorized decal or a state-issued placard. Apply for a decal at the City Treasurer's Office. Baby carriages and strollers are allowed on the boardwalk. The bicycle path is reserved for bicycles and surreys, according to the City of Virginia Beach, and the grassy area is limited to foot traffic only. (See Reference 5.)
