Paper hats can be made out of nearly any paper, but wrapping paper has a few advantages. For starters the patterns are infinite allowing you to make one hat fit for many occasions simply by changing the wrapping paper. It is also a convenient choice because it comes in rolls and that translates to more options because the size of the paper is larger and can be easily folded for any design.
Crown

Royal crowns fit for kings and queens can be fashioned out of wrapping paper. Let the kids choose a wrapping paper with a jewel theme or with little kings and queens. If you choose a solid color or a simple pattern, the kids can glue sparkles and shapes on the crowns or they can color them and add stickers. There are several patterns on-line or you can make your own with a strip of paper sized to your child's head, all you have to do is glue the two ends together and you have a crown.

Use a heavier paper like cardboard to make the base of the hat because it is easier to form it into a cone and it will be sturdier. Wrapping paper tends to be thinner and it could crumple, using the cardboard will prevent this. Find wrapping paper with Halloween themes like: black cats, bats, barren trees, stars, moons, witches or go with a plain black paper. Again, there are many patterns on-line to choose from to make the hat. Once the hat is put together and the glue is dry let the kids decorate it.

You can make the hats ahead of time and let the kids decorate them at the party, or you can let your child make one for each of the guests and decorate it with each child's name.
