Local Housing Agencies in Florida are responsible for managing public housing programs for its residents.

Public housing, intended to be safe rental housing for low-income families, is funded through the United States Department of Housing and Urban Development (HUD). Locally, state and county Housing Agencies (HAs) manage and administer public housing programs following HUD guidelines, which sets the national maximum eligible income at 80 percent of the median local income. HAs determine this figure for their specific areas, so across Florida, a family may qualify in one county but not another.

  1. Miami-Dade Housing Agency

    • The Miami-Dade Housing Agency (MDHA) is in charge of about 10,000 public housing units in 100 developments for families and the elderly. In Miami-Dade County, 40 percent of those admitted to the public housing program each year must be considered extremely-low income. This means those who earn less than 30 percent of the median income for the area. The other 60 percent of candidates may earn up to 80 percent of the area's median income. MDHA admits families to housing units by waiting list. Applicants register during one of MDHA's open registration days and are then randomly placed onto the waiting list. Once a family has been pulled from the list, they will undergo an interview and screening process.

    Jacksonville Housing Agency

    • The Jacksonville Housing Agency (JHA), established in 1994, currently manages over 2,600 families in its public housing units. The units accommodate from zero (studio) to five bedrooms. To apply, candidates must not exceed the maximum income the JHA has determined for family size. JHA also considers a number of other factors, including past criminal history, evictions and credit problems. Interested parties must first lodge a pre-application with JHA and then be placed on a waiting list. Waiting time depends on the apartment size requested, although JHA states that families whose head of household works at least 30 hours per week will be given preference, along with domestic violence victims, veterans and those displaced by government action.

    Housing Authority of the City of Tampa

    • The Housing Authority of the City of Tampa (THA) manages over 3,200 units which provide housing to nearly 7,000 families in the Tampa area. Up to five bedrooms are available, and families must indicate at least one property in which they would like to live. Once the pre-application has been returned, applicants are placed on a waiting list and selected when units become available. THA states that it will deny families if any member has been arrested for drugs, violence or crimes of a sexual nature, and also those families who have been evicted in the past three years.
