WIA Incentive Grants
According to the Workforce Incentive Assistant Act (passed in 1998 to coordinate and improve employment, literacy and vocational rehabilitation), the Workforce Incentive Assistance grants are awarded to states who exceed performance levels for programs authorized by the WIA, the Adult Education and Family Literacy Act, and the Carl D. Perkins Vocational and Technical Education Act. The Secretary of Labor issues these grants on an award basis.

Grant Use

States can use WIA grants for several purposes including infrastructure support, staff capacity building and coordinated training with partner programs. They must create and submit plans for what the use of these funds will go toward. States are expected to follow certain guidelines for their uses such as for services that go beyond those of regular funding from the three programs---especially those particularly authorized by one of these programs and another program; serve the needs of the population intended to be served; and are intended for specific use toward improving the performance of State Systems for education, employment and training.

To be eligible to receive a grant, the Secretary of Education, Secretary of Labor, the Governor and the State Education Officer must agree that the state exceeded performance levels. States including Washington DC, the Virgin Islands, Puerto Rico and Guam are eligible as stated by Section 503 Grants to States - WIA Incentive Programs.

Application Process

For an application to be considered for a grant, the State Legislature must be consulted concerning the development of the application; the Governor, the eligible agency for adult education and the State agency responsible for vocational and technical education programs needs to approve the application; and the State and eligible agency had given written assurance on the application that they had exceeded the performance levels as stated by Section 503 Grants to States - WIA Incentive Programs.
