Under the law in the State of Virginia, Title 1 schools are those that receive federal funds under Title 1 of the Elementary and Secondary Education Act. These funds are given to help students in areas of low-income and high-poverty rates. The goal is to help students who are behind academically or at risk of falling behind. In addition, if a Title 1 school does not meet the academic requirements in the same subject area for two years in a row it goes into a special category called Title 1 In Improvement.
Title 1 Schools
For the academic school year of 2009-2010 there were 731 Title 1 schools in the State of Virginia. This number includes every Title 1 and Title 1 in improvement schools. For the complete list of schools, an excel sheet is available on the Virginia's Department of Education website. Schools designated as Title 1 have to meet "adequate yearly progress" goals in order to retain their status. The areas that are measured are reading, language arts and mathematics. About 30 percent of Virginia students attend Title 1 schools.
Title 1 In Improvement
If a school does not meet the "adequate yearly progress" goals for two years in a row it is put in the category Title 1 In Improvement. In the 2009-2010 school year, out of the 731 Title 1 schools, 110 were in improvement. These statistics are based on the schools' performance in the previous academic school year. Each year, this number changes based on each individual school's performance. Some are removed from the list while others are added. Again, a full list can be found online through the Virginia Department of Education.
If a school that is on Title 1 In Improvement continues to fall behind in its academic goals there are specific consequences for each consecutive year. After three years in a row of inadequate progress, parents have the right to transfer their children to another school. If a school fails for four years in a row, the students are entitled to supplemental services. This includes tutoring and other services which provide academic aid to students. If another year passes with unsatisfactory performance, the school must go through a restructuring of either staff, curriculum or administration or any combination of the three.
