Basic Bandwidth Requirements for Skype Video Calls
Skype is an Internet application that was released in 2003. It allows users to communicate using video and audio with other Skype users across the world. Calls among Skype users are free, and calls to non-users cost a small fee. Its tech requirements are fairly minimal, being able to run on almost all new computers. Its Internet requirements are also fairly minimal.

Basic Bandwidth Requirements

Contact your Internet service provider to find out what your basic bandwidth is. If you are using Skype for voice-only calls, the recommended bandwidth is 10 to 64 kilobytes per second. If you intend to use Skype's video functionality, the recommended bandwidth is a minimum of 385 kilobytes per second.
When Calling

When a call is being made, Skype uses between 3 and 16 kilobytes per second. There are a number of variables that account for this range, including the network connection of the person you're contacting, external network conditions, and CPU performance.

When Not Calling

When no calls are being actively made, Skype uses between 0.0 and 0.5 kilobytes per second. This is for contact presence updates, just so the network can tell whether or not it's being used.
3G Connectivity

Skype is set up to work using 3G devices, including smartphones.
