If you are working with a tight budget, you may feel unable to celebrate in the manner you would like, but remember that a 4-year-old will not worry about how much it all cost. Your child can help you decorate the invitations. When organizing parties for such young children, chances are they are not going to have a wide circle of friends to invite, so take advantage of this and keep the numbers small. Invite family members and their children, close family friends and children from your child's nursery. Another great thing about parties for such young children is you will have plenty of other adults around to help out. Make the invitations yourself to save money, they can be something as simple as a small note with a bright sticker or your child's hand print on them.

Have fun decorating the room on a budget, there are lots of different options. Having the party at home is a real money-saver. Remember to child-proof the area though. Balloons, party plates, cups, hats, banners and streamers are all available from dollar shops. Party poppers can be used to add decoration, but pop them prior to the children arriving. Paper chains are cheap and easy to make and items such as beach balls -- also available from dollar shops -- can make great decorations and give the kids something to play with at the same time. Also add your child's toys to the room to join in the party.

Children love dress-up and can make outfits from everyday items. Choosing a theme needn't necessarily hike up the cost of the celebrations. Use items you and other parents will have easily available to base your theme upon. For example, a teddy bear theme, where all guests bring their favorite bear; a superhero or barbie theme, where children can dress up; a ball theme, you can obtain these very cheaply at a dollar shop and ask guests to bring their own ball too; or a jungle animal theme, where you can decorate the room to look like a jungle. Such young children will not stay focused on a single activity like older children, but you can still sing songs and play simple games such as musical bumps, a version of musical chairs.
Prizes and Favors

Items as simple as balloons can make great party favors. If you want to offer children prizes, there are plenty of cheap and cheerful options. You can buy items such as stickers or lollipops from dollar stores, or buy a tub of sweets and hand them out individually. To avoid upsets, you can simply hand a sweet out to every child after each sing-song or activity. Favors are a way of thanking guests for joining you, but again, these needn't be expensive. Hand each child a balloon and a cookie as they leave, or make up small party bags to take home. These need only contain items such as a balloon, a party whistle and a few sweets.
