In the state of Georgia, applicants can apply for a learner's permit at 15 years old. At 19, someone seeking a learner's permit is no longer required to provide the department of driver services certificate of attendance, which verifies that applicants under 18 are currently in or have completed primary education. Birth Certificate

Those seeking a permit must bring with them a certified birth certificate verifying their age. This can be a copy as long as it is officially certified by the state with an embossed seal. Other identifying documents, such as court records of adoption, name change and any naturalization records, immigration cards or passports must also be presented if applicable. Hospital birth certificates are not accepted unless certified by the state.
Social Security Number

Permit applicants must either know their Social Security number or be able to otherwise provide it, but the actual card is not required. Online verification with official Social Security records is completed prior to the permit being issued.

A processing fee of $10, as of 2011, must be paid prior to taking the written and vision examinations. The fee is non-refundable.

Those without U.S. citizenship must bring a set of original, non-expired immigration documents as well as a Social Security Denial Letter, Form SSA L676. This can be obtained from the U.S. Department of Homeland Security.

Any out-of-state permits must also be surrendered at this time. As well, if the applicant held a permit or license previously, a certified driving history from the permitting state, valid within the previous 30 days, must also be provided.
