Optimum human resource (HR) management involves HR planning and strategic HR management. While traditional HR serves a company well by tending to employee needs and strengthening the workforce, HR planning designs jobs in a way that makes employees naturally pleased and productive. HR strategy considers the short-term goals of employees and departments alongside the longer-term goals of the entire organization. Strategic HR planning becomes a "best practice" especially in organizations considering mergers, globalization, downsizing, innovation and outsourcing.

  1. Business Mission and Vision

    • Businesses use mission statements to define the company, clarify the long-term business direction and establish the vision and values of the company. HR helps guide the business vision by explaining it to employees. HR management establishes the company culture by instilling the mission and vision in every employee. HR managers also create and uphold company codes of conduct, documents that describe appropriate behavior and guide business ethics as stipulated by the company executives.

    Analysis

    • HR managers consistently asses the external industry, observing HR trends, surveying available labor talent and noting the HR advancements of competitors. This external analysis, called "environmental scanning," aids in understanding what influences the workforce and provides quality improvement ideas. HR managers also conduct internal analyses to ensure that employees follow the company culture and to make determinations regarding the future needs of employees. In some situations, more employees may be needed in certain departments, so HR managers need to hire. In other cases, the company needs less staff, so HR helps facilitate downsizing.

    HR Strategy Functions

    • HR management's strategic function is to align with the corporation's master plan. HR is often asked to raise the efficiency and productivity of the staff. HR achieves higher productivity by encouraging the employees to produce better quality products. This may extend to higher customer service standards, faster production or more innovative research and development. HR managers consistently strive to ensure that the internal workings of the organization match the external business world's pressures and requirements.

    Implementing HR Plans

    • While business executives design the company structure, allocate resources and designate leaders, HR representatives are largely in charge of filling in the blanks with employees. HR managers must reconcile the supply of employees with the business structure's demand. This supply and demand reconciliation might include layoffs, staffing, training or giving promotions. HR managers are also charged with creating employee evaluation systems that help with supervision, deciding promotions, offering rewards and bonuses and doling out discipline.
