Homeland Security Grants in Indiana
The Indiana Department of Homeland Security, as part of the State Homeland Security Program in conjunction with the federal Homeland Security Grant program, offers funding to eligible entities to protect possible terror targets in the Hoosier State. Since there is some overlap between terror protection and other potential hazards, potential recipients must also indicate any dual use and purpose of grant money.

Eligibility

Public safety entities on the state or local level may submit one grant application for IDHS funding annually. Any recipients must comply fully with the National Incident Management System to receive funding. Only those entities completely compliant with IDHS regulations will be considered. Applicants must state how the application meets Indiana and federal standards for strategy alignment for Homeland Security grants, as well as outlining how the proposal meets national priorities and target capabilities.
Ineligible Funding

The Indiana Department of Homeland Security lists various items often included in grant requests that are ineligible for funding. These include, but are not limited to, vehicles; ceremonial equipment; panic alarms; night-vision goggles; child identification equipment; office furniture; and construction materials. Ineligible weapons funding includes ammunition, bullet-proof vests, tasers and gun racks. Items already budgeted through local or other government funding also do not qualify for grants.

Eligible Funding Areas

All applicants for IDHS grants should be familiar with federal guidelines for Homeland Security funding. Proposals should address at least one of several areas, including guarding against and preventing terrorism; securing borders; immigration enforcement; disaster recovery preparedness and response; regional collaboration expansion; strengthening community preparedness; infrastructure protection; and medical surge strengthening. At least one quarter of IDHS grant funds must go to law enforcement activities in terrorism prevention, training and equipment purchases.
Indiana Homeland Security Foundation Scholarship

Through sale of its "Secure Indiana" license plates, the IDHS offers the Indiana Homeland Security Foundation Scholarship for state residents attending a state college. Eligible applicants must volunteer with an organization of public safety in compliance with IDHS regulations. For 2011, full-time students may receive $2,000 in funding and part-time students $1,000.
