The city of Talisay, in the province of Batangas, was founded in 1581 by Spanish Generals Martin de Goiti and Juan de Salcedo. Famous Batangas residents include political philosopher Apolinario Mabin and General Miguel Malvar, the last general to surrender to the Americans during the Spanish-American war of 1898.
