Solutions to Problems With a Stalling Data Transmission
Your Internet connection speed frequently fluctuates throughout the day. The speed of your connection is largely dependent on the volume of Internet traffic at the time and the demand for data you are accessing. If your Internet connection is consistently stalling and your overall data transfer speeds have decreased, the problem most likely resides on your computer.

Replace Your Ethernet Card

Ethernet cards will not function properly if they are experiencing conflicts with other hardware. If this is the case, remove all the cards in your computer except the Ethernet card. If you can access the Internet without any stalling problems after you reboot, then you know the problem is related to a conflict. Add the cards back to your computer one at a time until you discover the card that is causing the trouble.
Ethernet cards that are not well-constructed or use incorrect drivers will not function properly. Ethernet card problems often will make it appear that something is wrong with your Internet connection when it is actually the card that is failing. The only solution to this problem is to replace your existing card with a new Ethernet card.
Check Your Filters

If you have DSL service, check all phones and fax machines in your home to make sure that they each have a filter installed. If you do not have individual filters on each phone, check at the demarcation box on the exterior of your home to see if a filter has been installed for the entire house. If even one phone or fax machine is without a filter, it can cause your data transmissions to stall anytime the phone is picked up or a call comes in on the line.
If you have a monitored security system, check your alarm system control panel to make sure that the proper filter is installed. If the filter is not installed inside the alarm panel, your alarm system will interrupt your Internet connection each time it tries to communicate with your alarm company.

Remove All Malware

Malware can hog excessive amounts of bandwidth by downloading other viruses. This will make your computer run very slowly and cause your Internet connection to slow down considerably. Use anti-virus software to scan your browser, temporary Internet files, downloads and computer registry for malware.
If malware problems persist, use software to locate and delete infected computer processes.
Disconnect USB Connection to Your Modem

Using your modem's USB connection to connect directly to your computer may seem like an easy way to install your modem. This method offers slower data speeds and a much greater chance of stalled data transmissions. USB modems will consume your computer's resources and slow down your machine. Remove the USB connection and switch to an Ethernet or wireless connection.
