Los Angeles County Community Block Grants
The Community Development Commission of the County of Los Angeles provides Community Development Block Grants, or CDBGs, to fund several programs throughout the county. CDBG funding is provided through the federal Department of Housing and Urban Development, to be administered through local governments for the community's benefit. The Community Development Commission, or CDC, serves over one million residents in unincorporated areas in Los Angeles County, as well as 55 participating cities.

Homeless Services

The city and county of Los Angeles created the Los Angeles Homeless Service Authority, or LAHSA, to administer CDBG funds to nonprofit agencies that provide shelter, supportive and transitional housing for the homeless. Nonprofit agencies can apply for CDBG funding to help homeless individuals overcome domestic violence, substance abuse, and for job training and other supportive services to ensure the tenant is able to maintain housing. CDBG funding is made available on an annual basis for agencies to apply for financial aid.
Single-Family Rehabilitation Loan Program

This program helps low-income households improve their property. The homeowner has the option to obtain a deferred 3 percent interest loan for up to $25,000. Payments are due when the property is sold or transferred to another owner. The other option is to obtain a 15-year loan with payments due monthly. Only owner-occupied residences are eligible for rehabilitation assistance. Also, the household income cannot exceed 80 percent pf Los Angeles County's median income.

Home Ownership Programs

First-time home buyers can receive up to $70,000 towards the purchase of a home located in unincorporated areas in Los Angeles County. The home buyer must meet income-level requirements to be eligible for a loan. Down payment assistance is also available to first-time home buyers though CDBG program funds. A deferred zero-interest loan up to $10,000 will be provided to qualified home buyers. Home buyers must put their own resources toward the purchase of the home, in the amount of at least 1 percent of the home's purchase price. An eight-hour home buyer seminar is also required to obtain first-time home buyer assistance.
Housing Development

CDBG funds also go toward housing development in unincorporated areas in Los Angeles County. The county finances single-family, multifamily and special-needs housing development. The funding is administered to nonprofit agencies committed to developing housing that meets the needs of the Los Angeles community. To receive funding for a housing development project, the organization must agree to keep the development affordable to residents for a certain amount of time.
