The state of Texas provides grant funding to support the economic development of businesses, community development initiatives and local infrastructure in rural communities. The Public Works and Economic Development Facilities Program provides infrastructure grant funding to municipalities, academic institutions, and private and nonprofit organizations. Eligible projects include the rehabilitation or building of public facilities that support employment and investment in the private sector, promote a competitive business environment, improve technology, increase opportunities for the start-up of new businesses, or increase regional abilities to take advantage of free-trade opportunities.

Rural Business Enterprise Grants provide rural governments with funding to increase opportunities for adult education and distance learning. Grant eligibility is based on rural population, regional unemployment and income levels, evidence of community need, and project viability. Grant amounts depend on the scope of the project and available funding.
