Error 46: Could Not Load or Find QuickTime ActiveX Control in Windows 7

In Windows 7, Error 46 is caused by incorrectly assigned permissions when QuickTime is installed. That means that the operating system either can't access or can't find the QuickTime files necessary to complete the process that is being requested – usually launching QuickTime. You can either repair the permissions or use a different video player.

  1. Repair the Error

    • Since the issue causing the Error 46 is that QuickTime registry entries don't have the correct permissions set, the repair is to go and reset all the incorrect permissions. However, this is a long and tedious process. The SubInACL tool from Microsoft (see the link in Resources) can change the permissions as a batch. The batch is defined by a CMD file that lists all of the registry keys to be changed. Once SubInACL is installed on your computer, move the CMD file with all the registry changes into the same folder, typically C:\Program Files\Windows Resource Kits\Tools. Right-click the CMD file, choose "Properties," check "Run this Program in Compatibility Mode" and select "Windows Vista (Service Pack 2)" from the drop-down menu. Click "OK." Do the same for SubInACL. When you're done, double-click on the CMD file and it will run. Your error should be gone.

    Use an Alternative

    • The main formats that QuickTime plays that are unique are MOV and MP4 files. The MOV file is an Apple video format. You can use several alternatives to QuickTime, including the aptly named QuickTime Alternative, VLC Media Player and MOV Player (see the links in Resources). Download and install the player of your choice and use it to play your QuickTime files. Note that you may need to uninstall QuickTime from your computer. Click "Start" and "Control Panel." Click "Uninstall a Program" under the Programs heading. Select QuickTime from the list and click "Uninstall."

    • It's possible that the User Account Control in Windows 7 didn't allow the QuickTime installer to make all the changes necessary when the program was initially installed. Click "Start," "Control Panel" and "Uninstall a Program." Select "QuickTime" and click "Uninstall." Wait for the process to complete and then restart your computer. Download the QuickTime installer from Apple's website (link in Resources). Once the file is saved to your computer, right-click the file and select "Run as Administrator." You will be asked to confirm your choice; click "Yes." Follow the onscreen instructions to complete the installation.

    ActiveX Controls

    • According to Microsoft's Safety and Security Center, ActiveX controls are programs that use the Internet, often to add animation or video to your Web browser. The sub-component within QuickTime that is causing the ActiveX control is the part that is accessing the Internet and allowing you to watch QuickTime movies in your Web browser. ActiveX controls are unique to Windows; Apple's Mac OSX software, on which QuickTime is pre-installed, doesn't use them.
