The First Stages of Tendering
Businesses that make a good first impression increase their chances of winning contract-awards. The tendering process is an important part of many government projects. Government or public projects have a strict set of rules to follow that vary with each region. Competitive tendering requires a full understanding of the project’s rules and guidelines for compliance. Tenders that do not comply may be immediately disqualified. Submissions that initially qualify will be scrutinized against the proposed parameters and may be invited to continue the tendering process.

Bidding regulations are designed to limit the candidate pool to the most qualified developers. Governments create statutes and processes with the intention of securing a qualified project developer at the lowest possible price. It may take several months for a committee to develop and agree upon the appropriate tender qualifications. The governing authority will then advertise and invite requests for proposals to foster a competitive bidding environment.

A request for proposals is the opening stage of tendering process. This is when an agency advertises future public projects to encourage qualified bidders to apply. Other government agencies may invite specific companies in addition to the public announcements. Each public project has a distinct set of rules to follow for the tendering process. Companies are required to fully abide by the outlined process or risk disqualification.

Proposals need to meet government-set criteria to be acceptable project candidates. The criteria will vary wildly with each RFP to meet each project’s needs. For example, a local government that plans to build an elementary school will seek out qualified builders via RFPs. The preset guidelines may require the builder to have a record of past performance showing successful completion on all contracts in excess of $12 million in aggregate over the last few years.

Some bidders will fit the proposed project better than others. The evaluation stage will eliminate many of the original tenders. Tendering companies will be ranked and weighted based on many aspects such as speed of execution, previously completed bids, cost analysis, use of appropriate procurement methods and price. Companies that meet most or all of those criteria will have the greatest chance of winning the contract.
