PEI Certification

The Petroleum Equipment Institute is a trade association composed of members who distribute, manufacture and service petroleum liquid-handling equipment. PEI was founded in 1951 and represents about 1,600 members drawn from all 50 states and over 80 countries. Members incorporate sellers, manufacturers and installers of equipments utilized in bulk plants, service stations, fuel, gasoline and oil delivery. A nonprofit corporation, PEI is located in Tulsa, Oklahoma and provides certain certifications in conjunction with the federal government.

  1. Third-Party Certification

    • Third-party certification is the procedure undertaken to validate the performance of several equipment and systems that are used in detecting piping and tank leakage. Federal regulations on underground tanks offer a variety of methods for detecting leaks, including ground-water monitoring, manual gauging of tanks, testing of tank tightness and vapor monitoring. Manufacturers initially provided performance information by conducting tests on their own equipment and providing the results to the prospective users. Regulators at local and state level felt manufacturer’s results might not be precise due to the conflict of interest and widely accepted the use of independent testing laboratories, educational institutions, consulting firms and research organizations that are nonprofit making. These testing organizations conduct tests on leak detection and provide the test results to tank owners. They also certify their results and are referred to as third parties, while their reports on test results are referred to as third-party certifications.

    Underground Storage Tank

    • Most state agencies certify underground storage tank installers within the state. Individuals qualify for certification by taking a written test and are expected to attain minimum number of points. They should also show evidence of having worked as tank installers and pay a nonrefundable certification fee that varies across states, with Kentucky, for example, charging $300 at time of publication.

    UST Installer Certification

    • PEI offers a one-day recertification course for Underground Storage Tank installers based on the current recommended practices for installation of underground storage tanks. The courses are available for companies within Mississippi, West Virginia, Maryland and Pennsylvania as well as people and companies that require UST certification from these states. This course is certified as the eight-hour education course needed for recertification of UST professionals that are licensed. All the participants receive a take home notebook that contain instructions on the newly revised RP100 and recommended practices document. Attendees are awarded certificates after successfully completing the course.

    Laboratory Tests

    • Laboratory tests are objectively carried out by private organizations for a fee, during which they analyze a process or a product using accepted engineering processes to ascertain the quality of petroleum products. Laboratories engage in testing leakage in devices, analysis of petroleum marketing equipment and issue certification reports on their test results.
