Why Does IE Try to Block Skype?
The key to unblocking Skype is determining which program is actually responsible for blocking it in the first place. Internet Explorer contains a feature that filters inappropriate websites and will also filter any that are added to the block list. Even though you use Internet Explorer to browse, it doesn't necessarily mean IE is the program preventing access to Skype.

Parental Controls

If Skype is in the parental controls list, you'll receive a message stating the page is being blocked and you are unable to view it. Additionally, the Windows Live Family Filter pops up with an option of logging in as an administrator as a way to temporarily bypass the block. The other option asks for the administrator's permission by email. Once permission is granted, Skype will be accessible.
Security Software

Security programs are designed to protect you from malicious activity, and many filter the Internet as a proactive measure. Although Skype.com is a fairly trusted website, your antivirus or antispyware program may interfere with the connection. This could make it appear that Explorer is the culprit when it's not. Conflicts of this type also occur when more than one antivirus program is installed. Remove the extra programs and keep the one you use the most.

Browser Redirects

If you attempt to navigate to Skype.com and an unexpected website opens, you are the victim of browser hijacking. Certain types of malware take over the browser and redirect you to other sites, usually advertising a product or service. If this is the case, the redirects will occur randomly, even when browsing to other sites. Scan the system for viruses or reset IE under "Tools," "Internet Options," and "Advanced."
Phishing

Phishing is the creation of pseudo websites that resemble the real thing, prompting unsuspecting users to turn over login info to hackers. It is possible you stumbled across one of these imitations, and IE's SmartScreen Filter blocked it from view. The filter is located under "Tools" at the top of the IE menu bar and includes the options to enable/disable, send a report or check the current site.
ISP Blocking

When websites are blocked by your Internet Service Provider, they are blocked regardless of the browser you use. Many ISPs block peer-to-peer programs to prevent piracy and excessive bandwidth use. Since Skype requires a broadband connection that eats up bandwidth, some ISPs block it for this reason, while others block it because they provide similar paid services. Use a proxy or a virtual private network to bypass the restrictions.
