To make your paper fortune cookies you will need some basic craft supplies such as paper, scissors, glue and a pen to write the fortune. For the fortune cookie itself, you can use patterned scrapbook paper, crepe paper or cupcake liners. You will also need plain white paper for the fortune. You can either use scissors to cut the paper into a circle or use a circle punch.

Writing the Fortune

For your fortune, you will need to cut a small slip of paper out of plain white paper and write your fortune on it with a pen or marker. The fortune you decide to write will vary depending on who you are giving the fortune cookie to and for what occasion. For a birthday, it can be a simple birthday message or you can write a secret note to your admirer for Valentine's Day. Part of the fortune will be hanging outside of the paper cookie, so it is best to keep the words closer to one edge, so the edge sticking out will be mostly blank.

Start your fortune cookie by cutting your paper into a circle either using scissors or a large round punch. For a perfect circle, trace a round stencil onto the paper before cutting it out. Fold the paper circle in half, without making a crease; you want the fold to be soft and rounded in order to form the fortune cookie. Hold the half-circle in your thumb and middle finer, using your index finger to push the middle of the folded side inward, allowing the sides to come together. When you get a fortune cookie shape, place your fortune inside the cookie, then glue the cookie shut.
